Dr. Lillian D. Williams is a transformational healthcare executive, author, researcher, and community advocate whose work sits at the intersection of health equity, operational leadership, and legacy preservation. With more than 30 years of experience in nonprofit healthcare, she serves as Chief Operating Officer of Primary Health Network, where she leads multi-site operations dedicated to expanding access to high-quality, integrated care for underserved communities.

A strategic innovator and systems thinker, Dr. Williams has built a career defined by advancing equitable healthcare delivery and strengthening organizational performance. Her leadership spans medical, behavioral health, dental, and community-based services—driving initiatives that improve outcomes, address the social drivers of health, and reduce disparities in care.

In addition to her executive leadership, Dr. Williams is an emerging thought leader in healthcare scholarship. Her published and thought leadership work explores critical issues in healthcare operations, including the integration of equity into operational strategy, the development of resilient health systems, and the role of community-based leadership in improving population health outcomes. Her research and writings emphasize that sustainable, high-performing health systems must be designed to adapt, recover, and respond to community needs—particularly in the face of systemic inequities and public health disruptions. This perspective aligns with broader research showing that resilient health systems must not only absorb and adapt to disruptions but also address disparities that disproportionately affect marginalized populations.

Beyond her executive and scholarly contributions, Dr. Williams is the author and publisher of Bound by Record and Memory, a genealogical manuscript that traces her family’s lineage and preserves the rich history of African American life from the 1700s. Through this work, she affirms the importance of storytelling as a tool for cultural preservation, identity, and intergenerational empowerment.

Dr. Williams is also a Senior Partner at Focused Driven Compliance Advisors, LLC, where she advises organizations on regulatory strategy, operational excellence, and compliance readiness.

Deeply committed to service, she is actively engaged in professional, civic, and faith-based organizations, including the American College of Healthcare Executives (ACHE), NAHSE, NAACP, and the African Methodist Episcopal Church. She is a Life Member of Zeta Phi Beta Sorority, Inc., and a passionate advocate for leadership development, equity-centered systems, and community advancement.
