Men To Watch Awards 2026 honors Cleveland L. Horton II

Cleveland L. Horton II is an accomplished executive leader, civil rights advocate, and

transformational public servant who currently serves as the Executive Director of the Maryland Commission on Civil Rights. Appointed in 2024, Horton leads one of the nation’s oldest state civil rights enforcement agencies, where he is responsible for advancing equity, strengthening institutional accountability, and ensuring the protection of civil rights for millions of Maryland residents.

With more than two decades of leadership in public service, Horton has built a reputation as a strategic and results-driven executive known for strengthening organizations, improving

operational efficiency, and building high-performing teams. His leadership approach blends visionary thinking with practical execution—driving measurable progress while cultivating cultures of accountability, professionalism, and mission-driven service.

Under his leadership, the Maryland Commission on Civil Rights has entered a new era of

transformation focused on modernizing operations, improving service delivery, and expanding the agency’s impact across the state. Horton is widely respected for his ability to navigate complex policy challenges, build coalitions across government and community sectors, and translate civil rights principles into effective systems that deliver real results for the public.

A graduate of the University of Baltimore, Horton holds both a Bachelor’s degree in Business

Administration and a Master’s degree in Human Resources Management. He also earned an Associate of Arts in Business Administration with a concentration in Human Resources Management from the Community College of Baltimore County.
