Demetrius Dillard, Sr., MBA, is a healthcare technology and transformation executive with nearly two decades of experience working at the intersection of information technology, health information management, compliance, cybersecurity, data governance, and organizational improvement. Throughout his career, he has built a reputation for bringing people, technology, and strategy together to solve complex healthcare challenges in practical and sustainable ways.

As Senior Vice President of Information and Transformation at Aspire Indiana Health, Mr. Dillard provides executive leadership across a diverse portfolio that includes information systems and technology, cybersecurity, data and analytics, health information management, compliance, and organizational transformation. His role requires balancing innovation with responsible stewardship while ensuring that technology, information, policies, and business processes remain aligned with Aspire’s mission and the needs of the people and communities it serves.

Mr. Dillard brings extensive experience in healthcare technology strategy, electronic health records, information security, infrastructure modernization, data management, privacy, and regulatory compliance. His work includes developing and strengthening policies, governance structures, risk-management practices, security safeguards, and operational processes that protect sensitive information while enabling employees and leaders to effectively use data and technology.

His experience with compliance includes the privacy, confidentiality, security, and information-governance requirements associated with HIPAA, 42 CFR Part 2, and other regulatory expectations affecting healthcare organizations. Mr. Dillard approaches compliance as a shared organizational responsibility. He believes the most effective compliance programs combine clear expectations and appropriate controls with education, transparency, collaboration, and practical guidance that allows employees to confidently perform their work.

Health Information Management is also an important component of Mr. Dillard’s leadership experience. His areas of focus include health-record integrity, data quality, privacy and confidentiality, information lifecycle management, access controls, information exchange, regulatory reporting, and the responsible use and protection of healthcare information. He is a member of the American Health Information Management Association (AHIMA) and the Indiana Health Information Management Association (IHIMA), remaining engaged with the evolving practices and professional standards surrounding health information, privacy, governance, and data integrity.

Mr. Dillard views HIM, compliance, data, and technology as closely connected disciplines rather than independent functions. Reliable information supports quality care, regulatory compliance, operational effectiveness, financial stewardship, and sound decision-making. His leadership therefore emphasizes strong governance and collaboration across clinical care, operations, quality, compliance, technology, analytics, and administrative functions.

His career progression from healthcare technology management to healthcare information systems/technology and senior executive leadership provides Mr. Dillard with a broad understanding of healthcare operations. His experience spans the technologies used directly in patient care through enterprise information systems, cybersecurity, data strategy, compliance, and executive decision-making. This perspective allows him to translate complex technical and regulatory issues into strategies that are understandable and actionable for employees, clinicians, operational leaders, and executives.

Mr. Dillard’s leadership and professional involvement also extend beyond Aspire. He served as Chair of the Indiana Council of Community Mental Health Centers’ Data Analytics Committee, supporting statewide collaboration around data governance, data quality, reporting, and the effective use of healthcare information. In 2024, he was recognized by the Indiana Council as its CMHC Advocate of the Year for his advocacy and leadership supporting a systemwide data-integration initiative for Indiana community mental health centers.

He also contributes his experience to the broader technology community through service on the MES Advisory Board, part of The Channel Company’s MES community of midmarket technology executives. His participation provides an opportunity to exchange perspectives with technology leaders from across industries and contribute practical insight on the challenges facing organizations as they navigate cybersecurity, artificial intelligence, infrastructure modernization, workforce development, data strategy, and digital transformation.

Mr. Dillard was also recognized by MES as a 2025 Midmarket Marvel, an honor recognizing technology leaders demonstrating notable leadership within the midmarket. The recognition highlighted his work leading multidisciplinary teams, connecting advanced technologies with improved human workflows, and mentoring developing technology leaders.

Earlier in his career, Mr. Dillard was recognized as the 2012 AAMI/GE Healthcare BMET of the Year for his contributions to healthcare technology management. His foundation in clinical technology continues to influence his leadership today, particularly his focus on reliability, patient safety, service, and understanding the real-world impact technology has on healthcare professionals.

Mr. Dillard earned undergraduate degrees from Purdue University in areas focused on Healthcare Technology Management and Computer and Information Technology. He also earned a Master of Business Administration with a concentration in Healthcare Administration from Western Governors University.
