Dr. Reginald Dion Freeman is a distinguished fire and emergency services executive with more than 25 years of progressive leadership experience, including nearly two decades serving as a Fire Chief in major metropolitan organizations. Widely recognized for his strategic vision, operational expertise, and commitment to public service excellence, Dr. Freeman has led complex, all-risk emergency service agencies across the United States and internationally, delivering measurable improvements in organizational performance, community risk reduction, and service delivery outcomes.

Dr. Freeman currently serves as the Executive Director of Fire and Emergency Medical Services for NEOM, where he provides executive oversight for the development and implementation of next-generation public safety systems within one of the world’s most ambitious smart city initiatives. In this role, he is responsible for shaping comprehensive fire and EMS strategies aligned with national regulatory frameworks, integrating innovation, technology, and data-driven decision-making into a modern, future-focused emergency response model.

Prior to his role at NEOM, Dr. Freeman served as the 31st Fire Chief of the Oakland Fire Department in California and previously as Fire Chief for the City of Hartford, Connecticut. In Hartford, he led the department to achieve international accreditation through the Center for Public Safety Excellence (CPSE), including the completion of a Standards of Cover and a community-driven strategic plan. Under his leadership, Hartford became the only fire department in New England to hold both an ISO Class 1 rating and international accreditation—an accomplishment that reflects his emphasis on accountability, performance management, and continuous improvement.

A respected leader within the global fire service community, Dr. Freeman serves as Treasurer of the Board of Directors for the National Fire Protection Association (NFPA), one of the world’s leading authorities on fire, electrical, and life safety standards. His contributions to the profession extend to thought leadership, governance, and the advancement of industry standards that shape modern fire and emergency services. He also serves as an Adjunct Professor at the University of Florida and as a Dissertation Chair at Capitol Technology University, supporting the development of future leaders and advancing scholarly research in public safety and organizational leadership.

Dr. Freeman is also a co-founder and executive leader of Onyx Global Safety Innovations, an international consulting firm focused on delivering strategic advisory services, risk reduction solutions, and innovative technologies to public safety agencies and governments worldwide. His work spans large-scale system design, organizational transformation, and the deployment of advanced fire suppression and prevention technologies.
