Black Leaders Worldwide honors Dr. Jeffrey Arnold, Sr., 2025 Men To Watch.

For over 27 years, Dr. Arnold has dedicated his service to the U.S. Navy, presently holding the rank of Lieutenant Commander. He enlisted in the military at the age of 17 after graduating high school in Texas, completing his training before being assigned to the USS Enterprise in Norfolk, Virginia. After being commissioned as a Limited Duty Officer (Intelligence), he advanced to the rank of Ensign in 2010. With numerous subsequent roles, Dr. Arnold has extensive experience in supporting, liaising, integrating, and coordinating with various internal and external partners, stakeholders, and customers, including federal law enforcement, policy, intelligence, and acquisition communities across all organizational levels. Currently, Dr. Arnold works at the Pentagon, focusing on U.S. Navy programs and

policies.


During his distinguished tenure, Dr. Arnold served on various ships and staff commands at sea as an Intelligence and Information Warfare professional, including the USS Enterprise, USS Benfold, and USS Makin Island. He has also been deployed to support Operations Southern Watch, Desert Fox, Noble Anvil, Enduring Freedom, Maritime Interception, Iraqi Freedom, and Inherent Resolve. In addition to his invaluable dedication to the military, Dr. Arnold has authored numerous articles and case studies.


To prepare for his extensive military career, Dr. Arnold earned a Bachelor of Arts in Intelligence Studies with honors from American Military University in 2014, a Master of Science in Management and Intelligence Management from the University of Maryland Global Campus in 2018, a Doctor of Management in Organizational Development and

Change from Colorado Technical University in 2022, and a Master in Public Administration from Harvard University in 2024. He completed extensive military education in basic aviation intelligence, expeditionary warfare intelligence, joint humanitarian operations, space operations, and other areas of the field. Additionally, Dr. Arnold obtained numerous credentials, including being a qualified Information Warfare Officer, senior intelligence instructor, intelligence organization manager and planner, foreign disclosure officer, and naval strategist.


Dr. Arnold is a professional member of the Naval Intelligence Professionals and the Society for Defense and Strategic Studies. He is also affiliated with the National Association for the Advancement of Colored People, the Sigma Iota Rho Honor Society, the National Honor Society, the Golden Key International Honor Society, and the National Society of Collegiate Scholars.


Recognizing his accomplishments, he received the 2023-2024 Politico-Military Masters Scholarship, where he studied foreign policy in Asia and international relations to tackle complex and emerging challenges in national security and defense at Harvard University. Dr. Arnold has been honored with the Defense Meritorious Service Medal, six U.S. Navy and U.S. Marine Corps Commendation Medals, five U.S. Navy and U.S. Marine Corps Achievement Medals, four Good Conduct Medals, the Military Outstanding Volunteer Service Medal, various unit awards and campaign medals, the Navy and Marine Corps Leadership Award, and the USS Benfold (DDG-65) and Commander Naval Surface Forces Pacific Senior Sailor of the Year awards in 2007 and 2008. Additionally, Dr. Arnold was included in Marquis Who’s Who in 2023 for his distinguished service in the U.S. Navy.
