
Dr. Williams brings over 30 years of invaluable experience in non-profit healthcare operations and management. As a strategic planner and operational innovator, her expertise spans strategic planning, operations management, program evaluation, financial management, business development, and risk and quality management. Dr. Williams is currently the Chief Operating Officer at Primary Health Network, the largest Federally Qualified Health System in the state of Pennsylvania.
A resident of Ohio, she holds a Doctor of Healthcare Administration from Virginia University of Lynchburg, a Master of Health and Human Services Administration from Youngstown State
University, and a BHS in Administration from Ohio University. Additionally, Dr. Williams is certified in Lean Management Mastery from the University of Akron. Her innovative approach and deep knowledge have significantly impacted capacity-building, operational projects, and health systems optimization.

In addition to her role at Primary Health Network, Dr. Williams is a Senior Partner at Focused Driven Compliance Advisors, LLC. FDCA empowers organizations across diverse sectors, including faith-based and non-profit entities, to navigate the complex compliance requirements. Their services include Snapshot Compliance Audits, Compliance Preparation, Post-Audit Plan of Correction Guidance, and Senior Staff Training and Development. Dr. Williams works closely with clients, not just as a consultant, but as a dedicated partner in achieving compliance excellence.
Dr. Williams is also deeply involved in numerous national and international organizations. Her
